Special report: The Dutch treatment

The Policy and Operations Evaluation Department (IOB) of the Netherlands Ministry of Foreign Affairs recently completed an extensive evaluation of the Dutch Africa policy over the period 1998–2006. The report contains a number of hard-hitting conclusions that should generate considerable debate about the direction of Dutch development policy.

In this exclusive special report The Broker presents a brief summary of the IOB evaluation, and launches the first external discussion of its findings. We sent a comprehensive summary of the report to Africa specialists and development experts in Africa, Europe and the United States, and asked them to comment.

The mid-1990s was a time of change, with the end of the Cold War, shifting international relations and emerging new regional conflicts in Africa. In the Netherlands, following a review of Dutch foreign policy in 1996, the Ministry of Foreign Affairs was reorganized to integrate development cooperation with foreign policy. The IOB evaluation assesses how these changes affected the Dutch Africa policy, its implementation, and its impacts. 1   Read more>>
