Fredy Sierra is an independent consultant and interim executive on large scale projects in infrastructure and energy. In his professional capacity he coordinates qualitative research, manages large-scale projects and gives advice to both public and private actors at senior levels. He holds a Bachelor of Commerce, and Bachelor and Master of Arts in International Relations and International Organization. As a researcher he is working on a PhD dissertation considering the management of natural resources in Latin America from a state perspective. He is tutored by Prof. dr. Roel van der Veen (UvA).
Although PPPs do have significant merits they can, however, also mask conflicts and power inequalities. It is therefore crucial that PPPs, their impacts and consequences are subject to careful academic scrutiny.
